I shall address you separately as to what increases

should in that case be made.

I am addressing you separately on the

necessity of adding an Engineer to the Staff of the Public

Works Department to assist in enforcing the provisions of

this Ordinance, which will considerably increase the work of

the Public Works Department, and to help the Director of

Public Works in framing and carrying out schemes of improve-

ment.
